On a cold Tuesday evening in November, whilst most of the country is watching television or preparing for bed, Margaret Holloway is composing her fourteenth email of the day. She is not a football agent, a director of football, or a salaried administrator at a professional club. She is the secretary of a community youth football club in Staffordshire, and she has not been paid a single penny for the fourteen years she has held the role.

Holloway's story is not unusual. Across Britain, in every county, in every league, the grassroots game is sustained by a quiet army of volunteers whose contribution is almost entirely invisible to the parents watching from the touchline, to the county football associations processing their paperwork, and to the wider sporting culture that celebrates coaches and players whilst overlooking the people who make every match possible in the first place.

What a Club Secretary Actually Does

The title is deceptively modest. A club secretary, in the grassroots context, is simultaneously a compliance officer, a logistics coordinator, a communications manager, a financial administrator, and, frequently, an informal counsellor to anxious parents. The role encompasses FA affiliation renewals, DBS check coordination, safeguarding documentation, fixture scheduling, kit procurement, match result submission, league correspondence, and the management of disputes that occasionally threaten to engulf entire club communities.

During a typical weekend, a secretary might field seventeen separate messages before Saturday morning's first kick-off. A referee has cancelled. A pitch is waterlogged. A visiting club has sent the wrong age group. A parent is threatening to withdraw their child because of a perceived slight from a coach. Each of these requires an immediate, measured, and often diplomatically sophisticated response — all before nine o'clock in the morning.

"People think I just send a few emails," says David Parris, who has served as secretary for a junior club in South Yorkshire for nine years. "What I actually do is run a small organisation. I just happen to do it without a salary, an office, or any formal recognition whatsoever."

The Paperwork That Never Ends

The administrative burden placed upon grassroots clubs by governing bodies has grown considerably in recent years. FA Whole Game System compliance, enhanced safeguarding requirements, data protection obligations under UK GDPR, and the increasing complexity of county league regulations have transformed what was once a relatively manageable role into something that demands genuine administrative expertise.

For many secretaries, the learning curve has been steep and largely self-directed. There is no formal training pathway, no national network of peer support, and no structured induction for incoming volunteers. Knowledge is typically passed on informally — often in a rushed handover conversation when a predecessor finally reaches breaking point — or acquired through trial, error, and occasional panicked telephone calls to county FA helplines.

The consequence is a significant variation in administrative quality across the grassroots game. Clubs fortunate enough to retain an experienced secretary operate with an efficiency that belies their volunteer status. Those without one — or those relying on a newcomer still finding their footing — frequently find themselves in difficulty: late fixture submissions, lapsed registrations, or safeguarding oversights that can carry serious regulatory consequences.

A Dying Breed

Perhaps the most urgent concern is one of succession. The current generation of club secretaries is ageing, and the pipeline of replacements is desperately thin. The role demands an extraordinary commitment of time — estimates from several secretaries interviewed for this piece ranged from eight to twenty hours per week during the season — in exchange for no financial reward and, in many cases, very little in the way of social recognition.

Younger parents, increasingly time-pressured and accustomed to defined boundaries between professional and personal life, are reluctant to accept a commitment so open-ended and so poorly defined. The clubs that are struggling most acutely with recruitment are often those in more affluent areas, where dual-income households and demanding careers leave little room for sustained voluntary commitment of this nature.

"I've asked at every AGM for three years," says one secretary from a club in the Home Counties. "Every time, there are nods around the room, and then silence. People are grateful — genuinely grateful — but they cannot commit. And I understand that. I just don't know what happens when I stop."

The Case for Structural Support

There is a growing argument within grassroots football circles that the current model — which relies entirely upon goodwill and personal sacrifice — is structurally unsustainable. Several county FAs have begun to acknowledge this, introducing light-touch support measures such as dedicated helplines, online resource libraries, and occasional networking events for administrators. These are welcome initiatives, but they address the symptoms rather than the underlying condition.

A more ambitious response would involve meaningful financial recognition — perhaps through small stipends funded by league registration fees or county FA reserves — alongside a formal training and accreditation pathway that gives the role professional legitimacy. Some within the game have pointed to the model operated by several Scottish football bodies, where administrative volunteers receive structured support packages and formal acknowledgement within the governance framework, as a potential template for England and Wales.

Talented coaches, progressive training methodologies, and ambitious players cannot flourish within a club that cannot submit its registration documents on time or communicate effectively with its league. Recognising What We Risk Losing

The grassroots game generates approximately 1.5 million youth football participants each season in England alone. Behind every one of those participants is a club, and behind every functioning club is someone doing the work that Margaret Holloway does: quietly, persistently, and largely without acknowledgement.

If British football is serious about nurturing the next generation of players, it must be equally serious about nurturing the next generation of administrators. The talent pipeline begins not on the training pitch but in the unglamorous administrative decisions that allow the training pitch to exist at all.

The club secretary is not a peripheral figure. She — and it is frequently, though not exclusively, a woman — is the reason the game happens at all. It is past time the game said so, loudly and with genuine intent to act.
